Stella Ward, Chief Digital Officer, West Coast and Canterbury DHB

Stella is the inaugural Chief Digital Officer for the Canterbury DHB and the West Coast DHB. She provides strategic leadership and governance to support the Canterbury and West Coast DHB's vision of an integrated health system enabled by technology. Connecting and accelerating smart ideas, products and services is central to this vision so key priorities can be realised, such as reducing waste and duplication and improving equity.

Stella also has a number of Executive Portfolios that include the Christchurch Health Precinct and Health Innovation (via Innovations Executive Director). She is also a board member of the New Zealand Health Innovation Hub.

Stella is the Commercial Relationship Manager for the Strategic Partnerships with Orion Health, Hewlett Packard and GE Healthcare. She is also a member of the Hewlett Packard Enterprise Global Advisory Board. Stella believes it is essential in health leadership to have a global view and is always delighted to have the opportunity to meet with and share learning with health and related industry leaders all over the world.

Stella trained as a speech language therapist and has worked in the public health system, private practice, education and welfare.  She has held executive leadership roles in a number of DHBs.


Russell Ewart, formerly the Digital Portfolio Test Manager, Inland Revenue Department (IRD)

Russell is an experienced Senior IT Delivery Lead of over 20 years, specialising in quality change on large-scale transformation programmes – experience that has spanned assignments across Europe and New Zealand in the banking, financial services, telecommunication and government arena. 

For the last four-and-a-half years, Russell has been part of the biggest IT programme in New Zealand – Inland Revenue's successful business transformation journey. First, he was the Digital Portfolio Test Manager before promotion to Test Lead, to report on risk for all testing on Release 4. Release 4 successfully went live in April 2020 during New Zealand’s COVID-19 lockdown.  

Russell’s depth of experience in account management, stakeholder relationship management and delivery enables his strategic focus to effect innovative change during delivery. As Digital Portfolio Test Manager, Russell introduced right-fit automation as a service to enable Inland Revenue to continuously protect its digital border during continuous core system change. Providing self-service testing at scale to external entities, Inland Revenue and third parties were able to test autonomously, decoupling traditional delivery constraints. Providing a platform for parallel testing significantly reduced cost/time of delivery and the operational cost footprint for onboarding customers to new services.
